The US Environmental Protection Agency is expected to soon publish the final version of a rule that will regulate greenhouse gas emissions from existing coal-fired power plants and future natural gas–fired power plants—a move that may help reduce emissions from the power sector. Karen Palmer, a senior fellow at Resources for the Future (RFF) and director of RFF’s Electric Power Program, shares her thoughts on how states and the federal government may be able to comply with the new rule and reduce emissions from the power sector.
